How do I complete transaction if cards not recieved?

I have a transaction where the card was never received. I trust the sender and have had many transactions, plus this is at a time where it was documented that the post office lost a lot of items (I have 2 other trades not received during this same time). My question is how do I resolve the trade, do I just mark it complete, or is there something else? I don't want to impact the trader, as I do believe this was sent. It has now been about 3 months, so waiting probably wont do anything.
 
You can report the trade for us to cancel or just complete, whatever you prefer. The downside to reporting is really just that no one gets credit for the trade, but it will not negatively affect anyone.
